How well is your council doing?
Our star ratings
give you an overall picture of how your council is delivering its
social care services for adults.
We used to give star ratings based on how well the council
served both adults and children.
Now, our star ratings are only based on adults’
services. Social care services for
children are now monitored by Ofsted.

What do star ratings mean?
Our star ratings tell you:
- how well your council is serving adults who
use social care services
- what potential your council has to improve.
Councils have a duty to help the people in their community
access the social services they need. The star rating gives an
overall picture of how well the council does this.
How does CSCI award the star ratings?
These are based on:
- meetings with councils
- inspections of council social care services
- looking at detailed council statistics
- how well councils have met their own plans for improving their
services.
We give councils the following ratings:
- three stars – excellent
- two stars - good
- one stars - adequate
- zero stars – inadequate.
What action do we take?
Councils that are performing poorly will receive more attention
and work from us in making sure they aim to improve their rating
for the next year.
This means we'll inspect their services and meet with them more
often, to decide how they can improve.
We will give urgent attention to councils whose ratings have not
improved since 2002 and work with them to improve their
services.
The councils that are doing well – three star councils – will
receive less attention from us.
Our star ratings feed into information on how other local
government services are doing.
