Independence, Well-being and Choice - the Green Paper on the future of adult social care
Read our response to the Government's plans for the
future of adult social care, as outlined in the Green
Paper.
We have submitted our response to the Department of Health's
consultation on Independence, Well-Being and
Choice - the Green Paper on the future of social care for
adults.
The consultation closed on 28 July 2005.
In addition to our response to the Green Paper, we have also
given the Department of Health a set of straightforward statements
we have developed to describe what adults want and aspire to in
their lives.
The statements aim to help local authorities and providers of
social care services focus on outcomes from a person’s viewpoint,
rather than a social care perspective.
These statements form what we call an outcomes framework.
About our response
In her letter to the Parliamentary Under Secretary of State for
Care Services, Liam Byrne MP, CSCI Chair, Denise Platt, said:
"The Commission welcomes and supports the overall vision
outlined in the Green Paper. The emphasis on inclusion, choice, and
personal control and on sustaining the ordinary fabric of a
person's life is especially welcome. If the vision is delivered,
social care services in England will be transformed for the better,
benefiting people using services and their carers and putting them
firmly in the driving seat.
"However, there is a significant gap between how services are
currently delivered and the aspirations set out in the Green Paper.
Our response identifies the strategic, cultural and practical
challenges which will need to be addressed to deliver the vision.
Some involve the inter-relationship between different policies in
different government departments.
"The Commission will carry forward the work identified for us in
the Green Paper and related activities to support the
implementation of the Green paper's vision.
"The Commission noted your announcements of 21 July; in
particular, we noted the Government's intention to produce a single
White Paper, bringing together proposals for both adult social care
services and all health care delivered outside NHS hospitals. This
White Paper will need to give equal weight to both social and
health care services acknowledging the respective responsibilities
of each."
