Direct Payments: what are the barriers?

Direct payments is the system where individuals are given the
money to chose and pay for their own social care.
Currently 13,000 people use direct payments in England to
arrange their own care packages.
CSCI prepared its report 'Direct Payments: what are the
barriers?' after holding two events in June 2004 to discuss how the
direct payments system was working. The primary event brought
together people who use direct payments and their carers. The
second event brought together policymakers and people responsible
for implementing the scheme.
